The objective of the project is to promote energy saving and improve the energy efficiency and environmental performance of local wastewater treatment facilities in Panjin and Gaizhou. To ensure the best approach for Panjin and Gaizhou Water Authority, HJI Group assists our clients with public-private partnership feasibility study and contract administration. The feasibility study included: project identification and preparation, PPP implementing program design, project evaluation and estimates, financial and risk analysis. The PPP model of the project is suggested as “Build-Operate-Transfer,” by introducing competitive outsource bid process, which would guarantee the best implementation of the project with high standard and timely repayment. HJI Group utilized optimal PPP concepts into municipal service with marketing operation to expedite bid and finance period and streamlined integrated management process. By providing technical and legal guidelines to the public sector, HJI Group assured PPP projects are planned and implemented to maximize clients benefits.
