Sino-Singapore Tianjin Eco-City (SSTEC) Project – Public Transport Network and Service Development Planning TA2 – WB/GEF

In the development of the Eco-City, the strategic objective of the project is to promote environmentally sustainable transportation modes and transportation design in the urban development to encourage public transportation and non-motorized transportation modes, and to promote replication of these approaches throughout the country and region. The global environmental objective of the project is to promote sustainable transportation in Tianjin Eco-City, so that they may reduce the greenhouse gas emission in comparison to the ordinary travel patterns. The research objects of the project mainly include: Design a comprehensive public transportation plan for Sino-Singapore Tianjin Eco-City so as to achieve the key green transport performance targets; Ensure that green transport account for 90% of the internal travel volume by 2020; Provide an urban transportation system which is comprehensive, fully integrated and highly accessible by the communities; meet the strategic demand for other overall land use and transportation.

Our consulting team performed the following tasks:

(i)Review and gap analysis: (a) identified transportation demand, (b) confirmed service standards and public transportation technologies, (c) completed preparation of a comprehensive infrastructure development plan for hierarchical public transportation modes and services to SSTEC in 2025, (d) traffic system planning and concept design;

(ii)Prepared detailed public transport network and incremental service delivery plan including short-term implementation of bus services: (a) public transportation service design, (b) recommended public transportation implementation plan, (c) prepared a short-term bus service implementation package;

(iii)Public transportation feasibility study and concept design: (a) assessed existing/expected future conditions in the selected corridor, (b) public transportation service and operation plan, (c) developed concept designs for typical elements of the selected public transportation mode, (d) prepared concept designs for selected public transportation route, (e) cost estimations, (f) prepared updated economic and financial analysis, (g) assessed the travel proportion borne by public transportation;

(iv)Institutional settings: (a) reviewed requirements and challenges, (b) defined key functions and institutional options, (c) established initially preferred institutional option, (d) institutional development of public transportation service provision.
