Feasibility Study for the Environmental Emissions Control Project in China

Belun Power Plant (BPP) – USTDA

The Beilun Power Plant (BPP), a subsidiary of the Zhejiang Energy Group Company is the largest coal-based power generation facility in China. The BPP is a 3,000 MW power generation facility consisting of 5 x 600 MW power generation units. Because the BPP consumed a high nitrogen content coal mixture, it greatly contributed to the regions non-attainment for NOx and PM2.5 concentrations. The requested assistance from the USTDA to determine the most cost-effective solution to reduce NOx emissions at the BPP. The USTDA, in response to ZEGC’s request, issued a grant to perform the feasibility study for this project.

The consulting services included: investigating the existing equipment and operations at the BPP; analyzing the impact of China’s new emissions standard; evaluating all available applicable NOx reduction technologies; performing a cost-benefit analysis to determine the most cost-effective NOx reduction solution; reviewing and identifying the project design and present specific suggestions for improvement; assisting the ZEGC in selecting the preferred technology; developing conceptual designs; creating cost estimates and schedules to implement the preferred technology; developing a system for the transfer of technology for additional factors affecting the BPP such as overall efficiency and mercury reduction technologies; examining the technical options to achieve additional emission reductions and explore the possibility of trading these credits to other facilities; preparing bidding documents including technical specifications.

HJI Group experts conducted a financial and economic analysis, reviewed the project cost estimates and financing plan, plus assessed the environmental impacts. Based on the preliminary design, the NOx was reduced from 1,000 micrograms/m3 to less than 400 micrograms/m3, which improved regional air quality substantially. The facility now avoids the previous annual penalty of more than 40 million RMB annually.
