HJI Group assisted the client in capacity building, human resource development formulation, and training program developments. With the aid of the consultancy, the project was successfully implemented.

This ADB financed project was comprised of the consulting services for capacity building and road monitoring and evaluation; the construction of a 231 km, four-lane access-controlled toll expressway from Luohandong to Dingxi, including access roads, interchanges with toll stations, tunnels, bridges, administrative stations, and service areas. The project also was responsible for the upgrading of 470 km of local roads to improve access to poor remote areas and roadside stations; the procurement of equipment for road maintenance, toll collection, surveillance and communications, tunnel operation facilities, vehicle weigh stations, road safety and office administration; land acquisition and resettlement.
